What it does
Fences off a new VPC: your own plot of addresses.
When to use it
To start a network for your servers. A VPC alone costs nothing; some parts inside it do.
Example
$ aws ec2 create-vpc --cidr-block 10.0.0.0/16A plot with 65,536 private addresses.
$ aws ec2 describe-vpcsList your VPCs, the default one too.
